It's not that ה׳ wrote the Torah so that human beings can understand it; it's that our brains were created to learn Torah. All the rest of our intellectual capabilities are incidental, epiphenomena of the underlying function of our minds. And that's important because he is the king, the representative of the people. A king has a special responsibility to learn Torah, because Israel is a constitutional monarchy, and the Torah is that constitution: <blockquote lang=he><p><b>יח</b> והיה כשבתו על כסא ממלכתו וכתב לו את משנה התורה הזאת על ספר מלפני הכהנים הלוים׃ <b>יט</b> והיתה עמו וקרא בו כל ימי חייו למען ילמד ליראה את ה׳ אלקיו לשמר את כל דברי התורה הזאת ואת החקים האלה לעשתם׃ <b>כ</b> לבלתי רום לבבו מאחיו ולבלתי סור מן המצוה ימין ושמאול למען יאריך ימים על ממלכתו הוא ובניו בקרב ישראל׃</p> <footer class=source>דברים פרק יז</footer></blockquote> There was a fascinating article by Michael Wyschogrod arguing that in order for modern Israel to be a Jewish state, it should be explicitly declared to be a constitutional monarchy, with מלך המשיך as the king. But, until ה׳ reveals מלך המשיך, the country would have a regent instead: <blockquote lang=en><p>The solution that I propose is by no means unusual for a constitutional monarchy. It is a common occurrence in monarchy that no king is present or that the present king cannot rule, for example, due to youth. In such situations, a regent is appointed as a placeholder for a king. Such a placeholder can either be appointed or elected. A regent safeguarding the Throne of David until such time that divine intervention identifies the rightful heir to the Davidic kingdom would thus assume the functions now performed by Israel’s president, the symbolic head of state. </p> <p>It would be quite possible for Israel’s parliament to elect the regent who safeguards the throne just as it now elects Israel’s president. None of the other mechanisms of parliamentary democracy in Israel would need to change. What is important is not the specific mechanism by which the Israeli polity might choose a regent, but, rather, for Israel to understand itself as a monarchy, albeit one without a reigning king. </p> <p>This would acknowledge G-d’s will that Israel be ruled by the House of David, and it would define the Jewish character of the Israeli state....To be a constitutionally Jewish state, Israel must understand itself as a monarchy temporarily without a king. </p> <footer class=source><a href="https://www.firstthings.com/article/2010/05/a-king-in-israel">Michael Wyschogrod, <cite>A King in Israel</cite></a></footer></blockquote> But that's a practical reason for having the king learn Torah. There's a religious reason as well, that requires that it be public. <em>Everyone</em> needs to see the king learning Torah: <blockquote lang=he><p><b>י</b> ויצו משה אותם לאמר; מקץ שבע שנים במעד שנת השמטה בחג הסכות׃ <b>יא</b> בבוא כל ישראל לראות את פני ה׳ אלקיך במקום אשר יבחר; תקרא את התורה הזאת נגד כל ישראל באזניהם׃ <b>יב</b> הקהל את העם האנשים והנשים והטף וגרך אשר בשעריך למען ישמעו ולמען ילמדו ויראו את ה׳ אלקיכם ושמרו לעשות את כל דברי התורה הזאת׃ <b>יג</b> ובניהם אשר לא ידעו ישמעו ולמדו ליראה את ה׳ אלקיכם; כל הימים אשר אתם חיים על האדמה אשר אתם עברים את הירדן שמה לרשתה׃ </p> <footer class=source>דברים פרק לא</footer></blockquote> Who is the subject of תקרא את התורה הזאת? The text doesn't say explicitly, but the מסורה assigns that role to the king, and calls the reading of הקהל,‎ פרשת המלך: <blockquote lang=he><p>פרשת המלך כיצד? מוצאי יום טוב הראשון של חג, בשמיני במוצאי שביעית, עושין לו בימה של עץ בעזרה, והוא יושב עליה...וחזן הכנסת נוטל ספר תורה, ונותנו לראש הכנסת, וראש הכנסת נותנו לסגן, והסגן נותנו לכוהן גדול, וכוהן גדול נותנו למלך; והמלך עומד ומקבל, וקורא יושב. אגריפס המלך עמד וקיבל, וקרא עומד; ושיבחוהו חכמים. וכשהגיע (דברים יז:טו) לֹא תוּכַל לָתֵת עָלֶיךָ אִישׁ נָכְרִי אֲשֶׁר לֹא אָחִיךָ הוּא, זלגו עיניו דמעות; אמרו לו, אל תתיירא אגריפס, אחינו אתה, אחינו אתה.</p> <footer class=source>משנה סוטה ז:ו</footer></blockquote> One perspective on מצוות הקהל is that it a re-enactment of קבלת התורה, on a *national* scale, and for that the Torah needs to be read by the מלך at the center of כנסת ישראל: <blockquote lang=he><p>היבט אחר הוא שמדובר במעמד לאומי ולא רק חברתי. המלך עומד בראש, כיוון שתפקידו במעמד הוא מהותי ולא טכני. המסר הוא שעם ישראל כלאום בארצו, ובית המקדש במרכזו, מקבל את התורה מחדש כעם. מצוות התורה ניתנו לכל אדם כפרט, אך יש בה מצוות שחובת קיומן היא כעם בארץ ישראל, בייחוד עם כינון מדינה ובה מנהיגות שלטונית. הקריאה של המלך בתורה אל מול כל ישראל בהתכנסות המונית זו והכבוד והמעמד המיוחד הניתן לו מלמדים על המחויבות של המנהיגים והתושבים להנהיג את חיי המדינה באורה של תורה, בצדק וביושר, (דברים לא:יג) לְיִרְאָה אֶת ה׳ אֱ־לֹהֵיכֶם כָּל הַיָּמִים אֲשֶׁר אַתֶּם חַיִּים עַל הָאֲדָמָה אֲשֶׁר אַתֶּם עֹבְרִים אֶת הַיַּרְדֵּן שָׁמָּה לְרִשְׁתָּהּ.</p> <footer class=source><a href="https://www.biu.ac.il/JH/Parasha/vayelech/zold.html">הרב יהודה זולדן, <cite>פרשת המלך ופרשת הקהל</cite></a></footer></blockquote> And that is why יראיך יראוני וישמחו.
