Some more thoughts about David's preparation for battle. A point that seems obvious to me though I have not seen any commentators mention it: The phrase ויאל ללכת, which we have translated as "He wanted to go", uses an unusual verb. In שמואל א יד:כד‎ "ויאל שאול" clearly means "Saul swore with the people". The original example of ויאל meaning "to want" is (שמות ב:כא)‎ ויואל משה לשבת את האיש.‎ רש״י brings the gemara (נדרים סה,א)‎ אין אלה אלא שבועה. So ויאל ללכת has the implication of "David swore to go", adding to the sense that this was a religious, not only a military, mission.
We've translated לא אוכל ללכת באלה כי לא נסיתי as "I cannot go with these because I have never tried/learned them," but the Targum translates: לית בהון נסא. As the רד״ק explains, לא יכירו הנס שיעשה לי הקל אם אלך בכלי המלכמה (and then he adds, ודרך דרש הוא פירושו). As we mentioned before, David needed to do more than defeat Goliath; he needed to restore בני ישראל's faith in ה׳ and in themselves.

<h3>I Know You Are, But What Am I?</h3>
David's speech is clearly aimed not at Goliath but at the dispirited ranks of בני ישראל. He starts by stating the premise of תהילים כ:ח,‎ אלה ברכב, ואלה בסוסים;
ואנחנו בשם ה׳, אלקינו נזכיר. Not only do we come in the name of G-d, but He is our G-d; He is ה׳ צבאות and we are His מערכות. My victory will clearly show His hand. Every curse you uttered will come back onto your head (compare pasuk מד):‎ אתנה את בשרך לעוף השמים ולבהמת השדה.
David has two goals: the first is that כל הארץ (which in תנ״ך always means "all the inhabitants of the earth"; this will be important in interpreting תהילים) will know יש אלקים לישראל. This has a double meaning; אלקים as a שם קודש refers to ה׳'s connection to Israel, but the אלהים also has a secular meaning of master, judge. Thus, now all the world will know that Israel has power, is not destined to be a downtrodden people.
His second goal is addressed to בני ישראל themselves: they need to know what David knows, that their victory depends on ה׳ alone.
<h3>Mostly Dead</h3>

After David strikes Goliath in pasuk מט, pasuk נ summarizes what happened from the point of view of the observers: David overpowered Goliath with a rock and a sling, וימתהו—and he killed him. So what does pasuk נא mean by וימתתהו?‎ מלבי״מ explains וימתהו‎ as "רצה לומר שהכהו מכה שסופו למות, ויען עוד היה רוח חיים בו"‎ and וימתתהו as "רצה לומר גמר מיתתו". The slung rock incapacitated Goliath; cutting off his head was the coup de grâce. This distinction is made even more dramatically when יונתן and his page slaughter the פלישתים in perek יד:

<h3>Jerusalem‽</h3>
The mention of ירושלם is very surprising here; not only is it 8 or so years before David makes it the capital of Israel, it's not even a Jewish city. The Israelites hadn't managed to conquer it: (יהושע טו:סג)‎ ואת היבוסי יושבי ירושלם לא יוכלו (יכלו) בני יהודה להורישם; וישב היבוסי את בני יהודה בירושלם עד היום הזה׃ and (שופטים א:כא)‎ ואת היבוסי ישב ירושלם לא הורישו בני בנימן; וישב היבוסי את בני בנימן בירושלם עד היום הזה׃‎.
The מפרשים have many explanations of what might be going on. The מלבי״ם and דעת מקרא argue that there were two Jerusalems (hence the dual ending, יְרוּשָׁלָיִם), a fortress that remained in יבוסי hands and an open city that בני ישראל did conquer. But that doesn't explain why David would bring Goliath's head there, and seems inconsistent with the story of פילגש בגבעה, which implies that none of ירושלם was Jewish:

The רד״ק quotes his father that "ירושלם" here means נוב, the city that at this time housed the משכן, which makes sense in context (it was a major, central city, and we will see that Goliath's sword was kept there) but calling it ירושלם seems farfetched.

We see something similar with the מן (when the מן first falls, well before there was an ארון or עדות):

The מפרשים disagree on the dedication of this perek. Most translate על מות as "on the death [of]" (though some take it as one word, "youth" or "eternity"). But whose death? There's no one in תנ״ך named לבן. Some (brought down by רש״י as "יש מפרשים") interpret this as David's son, but that doesn't explain the ל.‎ רש״י,‎ אבן עזרא and מצודת interpret this a the name of an otherwise unknown enemy of David's. רד״ק connects the word to איש־הבנים, the man in the middle of the battle, גלית. That interpretation seems to fit the message of the perek, and that is the one we will adopt.
<h3>אודה ה׳ בכל לבי</h3>
David starts by thanking ה׳, which inspires him to praise Him for all of His wonders, not just the victory over Goliath. תהילים‎ are meant to be timeless, even ones with a specific historical origin. ה׳ defeats all our enemies, judging them and משפטי ודיני, a hendiadys for "my just cause".
<h3>גערת גוים</h3>
There are three stages of the victory: גערת is rebuke, a threat. Then אבדת, You destroyed them. Last, שמם מחית, even their memory is lost.
<h3>האויב</h3>
האויב is an apostrophe, directly addressing the enemy: your ruined cities and the cities you destroyed will be forgotten; there will be no memory of you or your victories. Even if that does not happen immediately, ה׳ is waiting, preparing His judgment. As רש״י says on בראשית יט:כד‎, כל מקום שנאמר וה׳, הוא ובית דינו. ה׳ judges both individuals (תבל is the inhabited world) and nations.
<h3>ויבטחו בך</h3>
David addresses ה׳, that we, the יודעי שמך‎ trust You (as in (תהילים‎ כ:ח)‎ ואנחנו בשם ה׳ אלקינו נזכיר or above, ואנכי בא אליך בשם ה׳).
<h3>זמרו לה׳</h3>
David turn to his audience, the ישב ציון. If this was written after the defeat of Goliath, then ציון is an anachronism. רד״ק says היתה קבלה אצלם כי שם הכבוד ושם יבנה בית המקדש. As we will discuss, it's not clear that בני ישראל at that time were aware of ירושלם's significance, but as תהילים‎ was edited at the end of David's life, it is possible to assume the mention of ציון was a later addition. My understanding of ציון is simply, "the designated place" without necessarily meaning ירושלם.
Then David has a short personal prayer: save me, so that I can praise you.
<h3>טבעו גוים</h3>
This section ends by reviewing the victory; as we saw in תהילים לז, the enemy was destroyed by their own traps. That is how ה׳'s is manifest, what חז״ל call מדה כנגד מדה.
הגיון סלה marks the effective end of the perek; the remaining 4 psukim are almost independent. The phrase as we said before means something like, "think about this continually".
<h3>ישובו רשעים לשאולה</h3>
This is a prayer, a statement about the future. In Hirsh's reading, the רשעים will retreat in the direction of the grave (both לשאול and שאולה would mean "to the grave"). We do not need to see the final defeat of the רשעים, just the turning of the tide. Note the interchanging in the קרי and כתיב of עניים and ענוים;‎ ה׳ defends both the powerless and those with good מדות.‎ חז״ל talk of two kinds of גאולה, that which we deserve and that which comes because our oppression is unbearable.
אנוש in תהילים‎ emphasizes man's frailty and mortality; as we quote in יזקר:‎ (תהילים ח:ה‎)‎ מה אנוש כי תזכרנו. Here it emphasizes the inherent frailty of the רשע‎ (the Targum is בר נשא רשיעה). We should not be intimidated; they are only human too.

פרק י does not start with an introductory phrase (though פרק ט ends with a concluding one). The theme continues that of the second part of פרק ט, and רש״י, in one גרסא of מגילה יז:ב, holds that the two פרקים are one psalm (the division of תנ״ך into chapters is a non-Jewish invention, and there is a fair amount of discussion in the gemara about where the divisions in תהילים‎ are). דעת מקרא points out another proof that these are really one long psalm: the partial א-ב that starts in פרק ט continues in פרק י. The letters of א,ב,ג,ה,ו,ז,ח,ט,י,כ are in פרק ט, and ל,ק,ר,ש,ת are in פרק י. Having 2/3 of the alphabet in order seems like too much to be a coincidence, but I don't have a reason why the acrostic is not complete. As the midrash says in קהלת רבה (on קהלת א:יג)‎ הדין פויטנא כד הוה עביד אלפביתין, זמנין חשל לה וזמנין מחסר לה.
We will treat this perek as a continuation of the previous one.
Hirsch interprets this perek as the extrapolation of the international affairs of the previous perek into present-day human relationships. Now that we have seen the victory over evil nations, let us see the victory over evil people.
<h3>למה ה׳ תעמד ברחוק</h3>
Hirsch makes a distinction between לָֽמָּה, with a dagesh in the מ and the stress on the first syllable (מלעיל), and לָמָֽה, with no dagesh and the stress on the second syllable (מלרע). For instance, when Moshe is pleading for בני ישראל after the golden calf:

In what Hirsch himself calls a hypothesis, לָמָֽה emphasizes the immediate purpose of the subject: "I think I understand your goal, but how does this help achieve it?" while לָֽמָּה is a broader question about the ultimate end: "What is your goal in doing this?". Thus, he explains Moshe's questions as, "You need to discipline בני ישראל after חטא העגל, but destroying them in Your anger will not serve an educational purpose (which is what all the miracles of יצאת מצרים were intended to do). Secondly, what possible purpose is there in allowing the Egyptians to misinterpret Your actions?"
So our pasuk means, "How does Your הסתר פנים achieve Your goal of ultimate good for the צדיקים?"
<h3>גאות רשע</h3>
The רשע may bless ה׳‎ (פסוק ב) but it is really נאץ ה׳. As the מדרש שוחר טוב says, הרי שגזל סאה של חטים וטחנה ולשה והפריש ממנה חלה כיצד מברך; אין זה מברך אלא מנאץ. His plans (כל מזמותיו) belie his true feelings, "אין אלקים". There is no אלקים, G-d acting as judge, since His judgment is too distant to matter to humanity. לית דין ולית דיין; הניח הקב״ה עולמו והלך לו‎ (מדרש שוחר טוב). David goes on to describe the sneakiness of the רשע and his hypocrisy. אלה פיהו מלא, he makes pious vows, but they are מרמות ותך, lies and "insides", full of hidden meanings.
<h3>קומה ה׳</h3>
David repeats his initial question with a plea, "Arise ה׳,‎ קל (the שם ה׳ that means "the one who has power") and show that power". But why do you allow the רשע to deny Your judgment?
<h3>ראתה</h3>
This is David's answer and the climax of the perek. As Hirsch understands the pasuk, ראתה ‎, You ה׳ do see, for אתה עמל וכעס תביט, You actively watch the עמל וכעס because they actually comes from ידך, in order that עליך יעזב חלכה, Your people need to depend only on you (יעזב in the sense of (בראשית לט:ו)‎ ויעזב כל אשר לו ביד יוסף). As I understand Hirsch, this is the idea of יסורים של אהבה, meant to teach.

The perek ends with a summary that pulls together the two themes; ה׳ shall judge the רשע‎, רע תדרוש when he thought בל ידרש‎. ה׳ will rule the world even when the nations no longer exist.
Even as תאות ענוים שמעת,‎ You listen to the wants of the poor, David asks that תכין לבם, You set their hearts straight.
